Ultimate Tic-Tac-Toe

Ultimate tic tac toe is like tic tac toe except bigger and a little bit more complicated. A short summary of the rules:

• The board is a 3x3 of other 3x3s — basically a 9x9
• To win a game, you have to get three in a row on the larger board
• To win a section of the larger board, you get three in a row on a smaller board
• You can only play on a specific minor board inside the major board, that being the one corresponding with the place your opponent previously played. If your opponent has not previously played or your opponent previously played on a place corresponding with a minor board that has already been won, you can play anywhere.

Me and ArgumentativeDonkey made a implementation of it in Python. I made a version of it in Rust, with hopes of having peer-to-peer two player games in the future.
